Heavenly Father, I claim the promise of your Holy Spirit falling upon me as it did on the disciples at the beginning. As I begin to speak, may your Spirit fill me with wisdom, courage, and power to proclaim your truth boldly and effectively. May your Spirit also fall upon those who hear my words, opening their hearts and minds to receive your message. Thank you for your promise of the Holy Spirit, and I trust in your faithfulness to fulfill it in my life. In Jesus’ name, I pray. Amen.

This is a Promise. The verse is describing how the Holy Spirit fell on a group of people, just as it did on the apostles at the beginning of the church. There is no command given to the reader.
