Dear Lord, I come before you today claiming the promise that you shall have dominion from sea to sea, from the River to the ends of the earth. I declare that you are the ruler of all things and that your power and authority extend to every corner of the earth. I pray that you would establish your dominion in my life and in the lives of those around me. May your kingdom come and your will be done on earth as it is in heaven. I trust in your sovereignty and your goodness, and I thank you for the promise of your eternal reign. In Jesus’ name, Amen.

This is a Promise. The verse is a promise that the person referred to (presumably Jesus) will have dominion over the entire earth.
