Heavenly Father, as I read the verse “When all the people and the tax collectors heard this, they declared God to be just, having been baptized with John’s baptism,” I claim the promise that when I hear and understand your truth, I too will declare you to be just. I pray that you will open my heart and mind to receive your word and that I will be baptized with the Holy Spirit. May I always acknowledge your righteousness and justice in all that I do and say. Thank you for your unfailing love and faithfulness. In Jesus’ name, I pray. Amen.

This is a Promise. The verse is stating that the people and tax collectors who were baptized with John’s baptism declared God to be just. There is no command given to the reader.
