Heavenly Father, I thank you for your righteous judgments that bring joy to Zion and the daughters of Judah. I claim the promise that your judgments are just and true, and they bring gladness to those who trust in you. May I always rejoice in your ways and find joy in your presence. Thank you for your faithfulness and for the hope that you bring. In Jesus’ name, I pray. Amen.

This is a Promise. The verse is stating that Zion and the daughters of Judah rejoiced because of Yahweh’s judgments. There is no command given to the reader.
