Dear Lord, as Festus conferred with the council and declared that the appeal must be made to Caesar, we pray that you guide us in our decisions and lead us to the right path. Help us to trust in your plan and to have faith that you will always be with us, no matter what challenges we may face. We ask for your protection and guidance as we journey forward, and we pray that you bless us with the strength and courage to face whatever lies ahead. In your holy name we pray, Amen.
Verse: Then Festus, when he had conferred with the council, answered, “You have appealed to Caesar. To Caesar you shall go.”

This is a Command. The verse commands the reader to go to Caesar if they have appealed to him.
