Dear Yahweh of Armies,
As I have heard of your great power and faithfulness, I have also seen it in my life. I thank you for the ways you have established your city, your kingdom, in my heart and in the world around me.
I claim the promise that you will establish it forever. May your kingdom come and your will be done on earth as it is in heaven. May your city be a beacon of hope and light in a dark world, and may I be a faithful servant in building it up.
Thank you for your steadfast love and for the assurance that you will never leave us or forsake us. I trust in your promises and look forward to the day when your kingdom will be fully established.

This is a Promise. The verse promises that God will establish the city of Yahweh of Armies (presumably Jerusalem) forever.
