Dear Lord, I thank you for the promise that you will open your mouth in parables and utter things hidden from the foundation of the world. I claim this promise for my life today and ask that you would reveal to me the hidden truths of your word. Help me to understand your teachings and apply them to my life. May your wisdom and understanding guide me in all that I do. Thank you for your faithfulness and for fulfilling your promises. In Jesus’ name, Amen.

This is a Promise. The verse is a fulfillment of a prophecy that God will speak in parables and reveal hidden things. There is no command given to the reader.
