Dear God, I claim the promise that you worked special miracles by the hands of Paul. I pray that you would work miracles in my life as well. I believe that you are able to do exceedingly abundantly above all that I could ask or think. I trust in your power and your love for me. Please show me your glory and work in my life in a special way. I give you all the praise and honor. In Jesus’ name, Amen.

This is a Promise. The verse is simply stating that God performed miracles through Paul’s hands. There is no command or instruction given to the reader.
