Dear God, my tears have been my food day and night, and I have felt lost and alone. But I know that you are with me always, even in my darkest moments. I claim the promise that you will never leave me nor forsake me. Help me to trust in you and to find comfort in your presence. May my faith in you be a testimony to those who ask, “Where is your God?” Thank you for your unfailing love and faithfulness. Amen.

This is a Promise. The verse is describing the speaker’s current state of sadness and how others are questioning the existence of their God. There is no command given to the reader.
