Dear Yahweh, I come before you today claiming the promise that “The lot is cast into the lap, but its every decision is from Yahweh.” I trust in your sovereignty and your perfect plan for my life. I surrender my plans and decisions to you, knowing that you are in control of every outcome. I pray that you guide me and direct my steps, and that I may always seek your will above my own. Thank you for your faithfulness and for the assurance that you are with me every step of the way. In Jesus’ name, Amen.

This is a Promise. The verse is stating that even though the outcome of casting lots may seem random, ultimately it is determined by God.
