Father God, I thank you that your word declares that surely the wrath of man praises you. I trust that even in the midst of difficult circumstances, you are working all things together for my good and your glory. I claim the promise that the survivors of your wrath are restrained, and I ask that you would protect and guide me through any trials or challenges that come my way. Help me to trust in your sovereignty and to praise you in all circumstances. In Jesus’ name, Amen.

This is a Promise. The verse is stating that even the wrath of man can ultimately bring praise to God, and those who survive His wrath will be restrained.
