Dear Yahweh, I come before you today with a heart full of gratitude and love. I thank you for always listening to my voice and for hearing my cries for mercy. Your promise to listen to me and show me mercy is a source of comfort and strength in my life. I claim this promise today and trust that you will continue to be my refuge and my help in times of need. Thank you for your unfailing love and faithfulness. In Jesus’ name, I pray. Amen.

This is a Promise. The verse is expressing the psalmist’s love for Yahweh because He listens to their voice and cries for mercy. There is no command given to the reader.
