Dear Lord, I thank you for your promise that you have dispersed and given to the poor. I claim this promise for myself and for those around me who are in need. I pray that your righteousness will endure forever in our lives and that we will always seek to do what is right in your eyes. I pray that our horns will be exalted with honor as we follow your ways and live according to your will. Thank you for your faithfulness and for your provision. In Jesus’ name, Amen.

This is a Promise. The verse is describing the actions and character of a righteous person, and promising that their righteousness will endure forever and they will be honored. There is no direct command given to the reader.
