Dear God, please help me to have a heart that is right before you. May I not be excluded from any matter because of my wrongdoings or lack of faith. Guide me to always seek your will and follow your ways. Amen.

This is a Command. The verse is telling the reader that they do not have a part in the matter because their heart is not right before God. The command is to examine and correct their heart before God.
